A Sneak Peek at the Highlights of the 2025 Financial Street Forum Annual Meeting!
At the press conference for the 2025 Financial Street Forum Annual Meeting held on October 17, relevant officials from 'One Bank, One Bureau, and One Commission' announced that People's Bank of China Governor Pan Gongsheng, National Financial Regulatory Administration Director Li Yunze, and Chairman of the China Securities Regulatory Commission Wu Qing will attend the 2025 Financial Street Forum Annual Meeting and deliver keynote speeches.
Approved by the State Council, the 2025 Financial Street Forum Annual Meeting, co-organized by the Beijing Municipal Government, the People’s Bank of China, the National Financial Supervision and Administration Commission, the China Securities Regulatory Commission, Xinhua News Agency, and the State Administration of Foreign Exchange, will take place in Beijing’s Financial Street from October 27 to 30. The theme is 'Innovation, Transformation, and Reshaping Global Financial Development.'
According to the introduction at the press conference, the opening ceremony of the 2025 Financial Street Forum Annual Meeting is scheduled for the afternoon of October 27, hosted by Beijing Mayor Yin Yong, with a welcome address from Beijing Party Secretary Yin Li. Key leaders from the five co-hosting organizations will give keynote speeches, and heads of international organizations such as the International Monetary Fund (IMF), the Bank for International Settlements (BIS), and the European Stability Mechanism (ESM) will deliver video remarks.
A series of important financial policies will be released during the annual meeting.
According to Zhi Haijie, Executive Secretary of the Organizing Committee Secretariat of the Financial Street Forum Annual Meeting, Deputy Secretary of the Xicheng District Committee, and District Chief, more than 400 distinguished guests from over 30 countries and regions will attend the 2025 Financial Street Forum Annual Meeting.
The 2025 Financial Street Forum Annual Meeting will adopt an activity framework of 'Main Forum + Parallel Forums + FinTech Conference + Supporting Activities.' The main forum and parallel forums will feature 27 topic sessions and six investment and financing matchmaking activities. The FinTech Conference will include 11 events.
The main forum includes seven topic sessions, including the opening and closing ceremonies, where authoritative interpretations of domestic and international economic development trends and financial regulatory policies will be presented. The aim is to positively guide public expectations. The opening ceremony will invite key leaders of the Beijing Municipal Party Committee to deliver remarks, heads of co-hosting institutions and international economic and financial organizations to give keynote speeches, and senior leaders of the Beijing Municipal Government to preside over the event.
The closing ceremony will be integrated with the main event of the State Administration of Foreign Exchange and focus on the theme of 'International Economic and Trade Resilience Cooperation Amid Global Changes,' exploring it in depth. The 'High-Level Dialogue' will continue, inviting former central bank governors of major economies and other prominent figures in the international financial field to engage in dialogue and exchange.
Regarding the main forum topics, the People's Bank of China (PBOC) will engage in discussions on international financial governance and cooperation amid changing circumstances; the International Advisory Committee meeting of the National Financial Regulatory Administration and the International Advisory Committee meeting of the China Securities Regulatory Commission will focus on issues such as financial risks and regulation, and inclusive development of capital markets. This year, the Ministry of Industry and Information Technology has been invited again to co-host activities on the topic of financial empowerment for high-quality development of the technology services sector.
Zhi Haijie also stated at the conference that a series of important financial policies will be announced during the 2025 Financial Street Forum Annual Meeting.
People's Bank of China: To release a series of financial standards during the forum
Li Kexin, spokesperson for the People's Bank of China and Deputy Director of the General Office, stated at the press conference that this year, Governor Pan Gongsheng of the People’s Bank of China will attend the opening ceremony of the forum and deliver a keynote speech. The People’s Bank of China has also proactively organized multiple events, with all preparatory work proceeding smoothly and plans being implemented in an orderly manner.
First, a main forum titled 'International Financial Governance and Cooperation Amid Changing Circumstances' will be held. Relevant leaders of the People's Bank of China will attend the main forum and deliver a keynote speech. This forum highlights the characteristics of central banks, adopting a central bank perspective, focusing on global financial governance, and widely inviting central banks from various countries, embassies in China, and key domestic and international financial institutions and universities to participate. These include heads or relevant experts from institutions such as the Bank for International Settlements, the European Central Bank, the Bank of England, the Bank of Japan, the Bank of Thailand, the Monetary Authority of Singapore, the Hong Kong Monetary Authority, ICBC, HSBC Group, and Shanghai University of Finance and Economics. All invited guests have confirmed their attendance, and some will deliver keynote speeches.
Second, the Chengfang FinTech Forum will be held. The forum, themed 'Deepening the Application of FinTech to Drive Digital and Intelligent Transformation in Finance,' will showcase positive experiences in FinTech empowering the real economy and innovative regulatory tools through keynote speeches, expert dialogues, results announcements, project exchanges, and other activities. It aims to strengthen industry exchanges, authoritative policy interpretation, and promote overall technological advancement in the financial sector. Li Kexin further introduced that the People's Bank of China will also release a series of financial standards during the Financial Street Forum.
In addition to the two aforementioned activities hosted by the People's Bank of China, leaders of the Bank and heads of relevant departments will also attend several events during the forum period, including the 2025 China-Arab Investment Cooperation Forum, the Financial Innovation Empowering High-Quality Development of Private Economy Forum, and the Global Systemically Important Financial Institutions Conference.
National Financial Regulatory Administration: Hosting the China-Europe Insurance Innovation Forum for the First Time
Yan Jiao, Deputy Director of the General Office of the National Financial Regulatory Administration (NFRA), stated at the press conference that Li Yunze, Party Secretary and Director of the NFRA, will attend the annual meeting’s opening ceremony and deliver a keynote speech. During this time, several leaders of the NFRA and heads of relevant departments will also attend related activities of the annual meeting respectively.
According to Yan Jiao, preparations for all our undertakings are proceeding smoothly. The first event is the 2025 NFRA International Advisory Committee meeting, which will be held as the main event on the afternoon of October 28. This marks the third consecutive year that the NFRA has held its International Advisory Committee meeting during the Financial Street Forum Annual Meeting since 2023. Members of the NFRA’s International Advisory Committee are foreign experts with extensive professional and regulatory experience in the international banking and insurance industries and hold significant influence. This year's meeting will discuss topics such as financial risks and regulation under the fragmentation of world economic trade, the development, opportunities, and challenges of digitalization in the financial sector, and international experiences of finance boosting consumption. Currently, 13 committee members have confirmed their in-person attendance.
The second event is the China-Europe Insurance Innovation Forum, which will be held as a parallel forum on the morning of October 28. The forum will focus on the theme of 'New Energy, New Intelligence, New Future' and will exchange cutting-edge theories, showcase innovative cases, and release research findings on comprehensive vehicle model grading for insurance, intelligent driving, industry synergy development, and the advancement of green insurance.
The third event is the forum titled 'Secure Development and Application of Artificial Intelligence to Promote High-Quality Growth of Digital Finance,' which will be held as a dedicated session of the Fintech Conference on the morning of October 29. Yan Jiao pointed out that both the China-Europe Insurance Innovation Forum and the dedicated session of the Fintech Conference are being held for the first time.
China Securities Regulatory Commission: The International Advisory Committee meeting of the CSRC will be held for the first time during the forum period.
Wang Li, spokesperson for the China Securities Regulatory Commission and Deputy Director of the General Office, stated at a press conference that CSRC Chairman Wu Qing will attend this year’s annual meeting and deliver a keynote speech. Several other senior leaders and relevant department heads, as well as representatives from affiliated organizations, will also participate in the related activities of the forum’s annual meeting.
To further enhance the international influence and recognition of the forum’s annual meeting, the International Advisory Committee meeting of the CSRC will be held for the first time during the forum period. According to Wang Li, the International Advisory Committee serves as an expert advisory body to the CSRC. Its members include former officials from foreign financial regulatory agencies, senior executives of international financial institutions, and renowned experts and scholars. Since its establishment in 2004, it has convened one meeting annually and has become an important platform for exchanges and cooperation between Chinese and international capital markets. This year's Advisory Committee meeting will focus on the theme of 'Innovation, Inclusiveness, and Openness for Better Promotion of High-Quality Development in Capital Markets,' with multiple topics set for extensive discussions.
During this year’s forum, the Beijing Stock Exchange will host a parallel forum. Titled 'Innovation, Cooperation, and Openness – Technological Innovation and Financial Services in the Restructuring of the Global Economy,' the forum will emphasize its role as an interactive platform connecting 'industry, technology, and finance.' It will feature keynote speeches, thematic sharing sessions, and roundtable dialogues, inviting representatives from relevant ministries, industry organizations, and listed companies to engage in discussions and announce strategic cooperation outcomes.
The Technology Department of the China Securities Regulatory Commission will host the Capital Market Fintech Forum. Centered on the theme of 'Artificial Intelligence Empowering Capital Market Innovation,' the forum will focus on AI-driven high-quality digital and intelligent transformation of capital markets, sharing new ideas, experiences, and achievements, and jointly planning the high-quality development of AI in capital markets.
Additionally, Wang Li noted that the CSRC will actively cooperate in facilitating policy announcements, guest coordination, and news publicity during the forum. Currently, all preparatory work by the CSRC is proceeding steadily and in an orderly manner.
