The fourth session of the 14th National People's Congress opened at 9 a.m. on March 5 in the Great Hall of the People. The meeting heard the report on government work delivered by Premier Li Qiang of the State Council, reviewed the draft outline of the 15th Five-Year Plan for national economic and social development, examined the report and the draft of the 2026 national economic and social development plan presented by the State Council regarding the implementation of the 2025 national economic and social development plan, reviewed the report and the draft of the 2026 central and local budgets concerning the execution of the 2025 central and local budgets, and listened to the explanations provided by Vice Chairman Li Hongzhong of the Standing Committee of the National People's Congress regarding the draft Civil Code of Environmental Protection of the People's Republic of China, the draft Law on Promoting Ethnic Unity and Progress of the People's Republic of China, and the draft Law on National Development Planning of the People's Republic of China. In the afternoon, delegations convened plenary meetings to deliberate on the government work report.
On the morning of March 5, members of the 14th session of the National Committee of the Chinese People's Political Consultative Conference (CPPCC), attending the fourth session of the 14th National People's Congress, listened to the government work report and the explanations regarding the draft Civil Code of Environmental Protection of the People's Republic of China, the draft Law on Promoting Ethnic Unity and Progress of the People's Republic of China, and the draft Law on National Development Planning of the People's Republic of China. In the afternoon of March 5, the fourth session of the 14th National Committee of the CPPCC held group meetings to deliberate on the report of the Standing Committee of the CPPCC and the report on the status of proposal work.
